Sacramento lets nonviolent offenders start cannabis business

The city of Sacramento is embarking on a unique program that gives people who have been arrested for nonviolent marijuana offenses a chance to start their own cannabis business in the city.

The California Urban Partnership explained the Cannabis Opportunity Reinvestment Equity Program is focusing on zip codes with the highest rates of marijuana-related arrests.
